I read somewhere that Google only lists links with a PR of 4 or higher. That seems to hold for for .com links but not .org links. Does anyone know what the details really are?

The short answer is no, nobody (outside Google) really knows for sure.

My best guess is that when you see exceptions to the backlinks >PR4 showing, it's likely:
an error in the toolbar PR estimate
different G data centers being out of sync
the TB PR & the real PR being out of sync
different PR factors being out of sync (like because of dynamic looking pages)
penalities coming into play (such as a page being able to have PR but not pass PR)
Google making it harder to find high PR backlinks by somehow not showing all genuine backlinks
or something else ;)



While I've seen some PR3's showing & PR5+ not showing, I think that the rule of thumb is still pretty accurate.
